What exactly is the reasoning for not raising taxes on the top marginal incomes?

The top ~ 3% of the wealthy pay the majority of taxes. We don't want the,m to export companies i.e. American jobs to another country. By them having more money, they are more able to invest, meaning more jobs and this is the "trickling down" effect noted by Reagan and Buch II.
